V-MIL Audit: AT&T
Audit Phase: V-MIL Audit Target Entity: AT&T Inc. Date: June 2025 Classification: Domain Audit — Defence Sector Linkages
Direct Defence Contracting & Procurement
No public evidence has been identified of any direct contract, tender award, framework agreement, or memorandum of understanding between AT&T and the Israeli Ministry of Defence (IMOD), the Israel Defence Forces (IDF), the Israel Prison Service, or the Israel Border Police 12.
AT&T operates as a US Government Solutions contractor through its subsidiary AT&T Government Solutions 3. The company holds a $609 million State Department task order (2024) under the GSA EIS program for enterprise telecommunications at more than 270 diplomatic locations globally 3. The company also held a prior $275 million Foreign Post Telephone Replacement Program contract covering approximately 290 embassies and consulates 3. No specific line item for the US Embassy in Jerusalem or for Site 512 telecommunications services has been identified in publicly available procurement records 3.
The US operates an AN/TPY-2 X-band radar facility at Har Qeren (Mount Keren) in the Negev Desert, known as Site 512 4. The facility was expanded in 2023 with a $35.8 million construction project increasing capacity to 1,000 troops 4. The AN/TPY-2 radar feeds data to the Israeli Arrow 3 and David’s Sling missile defence architecture 4. No public evidence has been identified of AT&T appearing as a named vendor, contractor, or supplier for Site 512 facility services or telecommunications 4.
No public evidence has been identified that AT&T appears in SIBAT (Israel’s Defence Export and Defence Cooperation Directorate) listings, Israeli defence exhibition catalogues, or Israeli defence procurement registries 12.
Dual-Use Products & Tactical Variants
AT&T does not manufacture hardware products 1. As a telecommunications services company, it does not produce ruggedised, tactical, mil-spec, or defence-grade hardware variants 1. This structural fact means conventional dual-use goods classifications (EAR, USML, UK ML categories) do not apply to AT&T’s core service offerings in a direct hardware manufacturing sense 1.
AT&T has documented partnership with the US Department of Defence on 5G research and development experiments, focused on network performance, latency, and security architecture 1. These are US domestic DoD arrangements and involve no Israeli security forces, Israeli military end-users, or Israeli government procurement channels 1.
AT&T operates FirstNet, the US public safety broadband network, under a 25-year contract with the FirstNet Authority 5. FirstNet is designated for US first responders only 5. No public evidence has been identified of FirstNet services or technology being provided to Israeli state bodies, the Israeli Ministry of Public Security, or IDF 5.
No public evidence has been identified of any export licence applications, end-user certificates, or government export control reviews specifically related to AT&T sales to Israeli defence or security end-users 1. US Commerce Department Bureau of Industry and Security (BIS) enforcement actions and State Department DDTC public debarment records do not contain AT&T entries related to Israeli defence end-users 1.
Heavy Machinery, Construction & Infrastructure
No public evidence has been identified. AT&T does not manufacture or sell heavy machinery, construction equipment, vehicles, or physical construction plant. This section is structurally inapplicable to AT&T’s business model as a telecommunications services company 1.
Supply Chain Integration with Defence Primes
DriveNets — Commercial Network Software Vendor:
In October 2025, AT&T acquired approximately a 15% equity stake in DriveNets, an Israeli network software company headquartered in Ra’anana, Israel, through a secondary share purchase transaction valued at approximately $750–800 million, valuing the company at $5 billion 16. DriveNets’ Network Cloud disaggregated routing software carries more than 52% of AT&T’s core production IP traffic in North America 1.
CEO Ido Susan has confirmed IDF intelligence unit background per company website 2. DriveNets has separately secured commercial contracts with KDDI (Japan), Comcast, and Orange, attributed to validation from the AT&T relationship 1.
No public evidence has been identified of DriveNets having contracts with the Israeli Ministry of Defence, IDF, Elbit Systems, Israel Aerospace Industries, Rafael Advanced Defense Systems, or Israel Military Industries 2.
Amdocs — Billing and CRM Systems:
Amdocs is an Israeli-headquartered technology company (incorporated in Guernsey, with principal operations in Ra’anana, Israel) that provides billing support systems, CRM software, and operational support systems to telecommunications carriers 1. AT&T is a documented Amdocs client per Amdocs SEC filings 1.
Historical intelligence allegations (2000–2001): Fox News correspondent Carl Cameron reported FBI investigations into whether Amdocs provided telephone records to Israeli intelligence 7. Multiple subsequent investigations found “no evidence” of government system breaches 78. The FBI inquiry “did not find evidence that government telephone systems were penetrated” 78. These allegations are historical (pre-2020) and no charges or findings of actual espionage were publicly established 78. Current operational relevance is unconfirmed.
Armis Security — OT/Asset Visibility Cybersecurity:
Armis Security is an Israeli-founded cybersecurity company specialising in asset visibility and OT/ICS security 1. Co-founders Yevgeny Dibrov and Nadir Izrael are IDF veterans; Izrael’s Unit 8200 affiliation is widely reported in Israeli technology press 1. Armis technology was integrated into AT&T Cybersecurity services 1. In late 2024/early 2025, ServiceNow announced acquisition of Armis for approximately $7.75 billion 1.
Armis is a general-purpose OT security and asset visibility platform 1. No evidence has been identified that Armis manufactures or supplies weapons systems or components for kinetic effects 1.
Carbyne — AT&T Ventures Portfolio:
AT&T Ventures invested in Carbyne (formerly Reporty), an Israeli-founded public safety communications company, in March 2024 910. Carbyne provides cloud-native mission-critical contact centre solutions for emergency services 9. No defence sector ties or contracts with Israeli military end-users have been identified 9.
Component Supply to Israeli Defence Primes:
No public evidence has been identified of AT&T supplying components, sub-systems, raw materials, or specialist manufacturing services to Elbit Systems, IAI, Rafael Advanced Defense Systems, or Israel Military Industries 1. AT&T is not a hardware manufacturer and does not operate in the production supply chains of Israeli defence primes 1.
Joint Development and Co-Production:
No public evidence has been identified of joint development programmes, co-production agreements, technology transfer arrangements, or licensed manufacturing agreements between AT&T and any Israeli defence firm 1.
Logistical Sustainment & Base Services
Service Contracts to Military Installations:
No public evidence has been identified of AT&T contracts to provide catering, transport, fuel supply, waste management, facilities maintenance, telecommunications, or other support services to IDF bases, military training facilities, detention centres, or security installations 14.
Geographic Specificity:
No public evidence has been identified of AT&T service contracts specifically covering installations in the West Bank, Golan Heights, East Jerusalem, or the Negev, beyond the unverified Site 512 candidate claim 14.
Roaming Infrastructure:
AT&T international roaming covers Israel including Partner Communications and Cellcom, both of which operate cellular infrastructure in the occupied West Bank (including settlements) and Golan Heights 111213. AT&T pays roaming fees to these Israeli carriers for international roaming connections 11. However, this represents an indirect revenue flow to carriers with settlement infrastructure, not direct AT&T operation in occupied territories 11.
Munitions, Weapons Systems & Strategic Platforms
No public evidence has been identified of AT&T involvement — as manufacturer, integrator, sub-system supplier, or component provider — in Iron Dome, David’s Sling, Arrow, F-35, Merkava, or any other named strategic weapons platform 1.
AT&T is not a defence prime contractor and does not manufacture lethal systems of any category — kinetic, directed energy, or otherwise 1.
Export Licensing, Regulatory & Legal History
Export Licence Decisions:
No public evidence has been identified of any government decision to grant, deny, suspend, or revoke export licences for AT&T products to Israeli military or security end-users in any jurisdiction 1.
Arms Embargo and Sanctions Compliance:
No public evidence has been identified of any investigation, citation, or enforcement action related to AT&T’s compliance with arms embargoes, export control regimes, or sanctions affecting defence trade with Israel 1.
SEC No-Action Letter — Shareholder Human Rights Proposal:
On December 17, 2024, the SEC Division of Corporation Finance issued a no-action letter concerning a shareholder proposal submitted by the National Center for Public Policy Research (NCPPR)/MSCI regarding human rights disclosures related to conflict zones 1. AT&T sought and received no-action relief to exclude the proposal from its proxy materials under SEC Rule 14a-8 1. This does not establish a specific defence supply relationship and does not constitute legal enforcement action 1.
OECD National Contact Point Complaints:
Search of the OECD NCP complaints database found no AT&T-specific complaint regarding Israeli military links or human rights concerns in the occupied territories 14.
Civil Society Scrutiny & Documented Investigations
UN OHCHR Settlement Database:
The OHCHR database of business enterprises involved in settlement activity (158 business enterprises as of September 2025) does NOT include AT&T 15. Listed Israeli telecommunications companies include Partner Communications, Cellcom Israel, Bezeq, Hot Mobile, and Pelephone 15.
UN A/HRC/59/23 (Albanese Report):
The Francesca Albanese report (July 2025) on “From economy of occupation to economy of genocide” references Who Profits and Investigate databases 1. AT&T is not among the named companies in paragraphs 28–47 or company list footnotes 1.
PAX Report (June 2024):
The PAX “Companies Arming Israel and Their Financiers” report focuses on arms producers (Boeing, Lockheed, RTX, Leonardo, General Dynamics, Rolls-Royce) and European financial institutions 16. AT&T is not listed as a financier or arms producer 16.
Who Profits:
No Who Profits report specifically naming AT&T as a company profiting from Israeli military occupation has been identified 17.
Al-Haq Report:
The Al-Haq Business and Human Rights report (July 2024) does not name AT&T in its documentation of West Bank/Gaza business relationships related to occupation 18.
AT&T Israel R&D Centre:
AT&T operates an Israel R&D centre in Airport City and Tel Aviv (ToHa Tower), established 2007 after the Interwise acquisition, employing approximately 600 engineers focused on telecommunications R&D including 5G, cloud, AI, cybersecurity, and digital apps 1920. No verified evidence has been identified that the Israel R&D centre specifically develops technology for IDF applications or military-specific use cases 1920.
AT&T Wartime HR Policy for Israeli Employees:
In 2023, Calcalist/CTech reported on AT&T’s announced “six-point plan” for its Israeli employees following the October 7, 2023 Hamas attack 1. The plan included commitments to maintain employment and full benefits for employees called up for IDF reserve duty 1. This is verified corporate HR policy but does not constitute evidence of a defence supply chain relationship 1.
