V-MIL Audit: Fiverr

Direct Defence Contracting & Procurement

Fiverr does not hold direct contracts with the Israel Ministry of Defence, Israel Defence Forces, Israel Prison Service, or Israel Border Police 12. Searches of SEC filings, IMOD vendor databases, and SIBAT listings returned no evidence of Fiverr serving as a prime contractor or subcontractor to Israeli defence entities 12. Fiverr does not appear in SIBAT listings, international defence exhibition catalogues such as DSEI, Eurosatory, or ISDEF, or Israeli procurement registries 2. No corporate press releases, government announcements, or trade publications describe formal defence cooperation agreements between Fiverr and any Israeli or foreign defence entity 1. No FMS notification naming Fiverr as prime contractor has been identified 1.

Dual-Use Products & Tactical Variants

Fiverr’s business model is a digital services marketplace supplemented by Fiverr Enterprise, a workforce management SaaS product 3. The company does not manufacture, distribute, or market ruggedised, mil-spec, tactical, or defence-grade product variants of any kind 31. Fiverr’s platform outputs consist of freelancer-buyer service matches and enterprise workforce management data, which do not produce targeting decisions or weapons effects 4. This does not meet the V-MIL software or AI inclusion threshold for systems designed or intended to contribute to kinetic military effects 4. Fiverr is not an exporter of controlled physical goods and does not appear in export licence databases 1. Digital services fall outside traditional dual-use export control frameworks 1.

Heavy Machinery, Construction & Infrastructure

Fiverr does not manufacture, supply, lease, or service heavy machinery, construction equipment, or military vehicles 1. The domain is structurally inapplicable to Fiverr’s business model as a digital services marketplace 15. Fiverr’s headquarters is located at 8 Eliezer Kaplan Street, Tel Aviv, which is in central Tel Aviv in pre-1967 Israeli territory, not in occupied territories 5. No NGO reports, UN documentation, or procurement records connect Fiverr to settlement construction, the separation barrier, or military installations in the West Bank or Golan Heights 678.

Supply Chain Integration with Defence Primes

No verified supply relationships exist between Fiverr and Israeli defence primes including Elbit Systems, Israel Aerospace Industries, Rafael, or IMI 67. Fiverr does not manufacture components, sub-systems, or specialist outputs for defence prime supplier bases 671. Fiverr Enterprise’s documented clients include Amdocs, Similarweb, MinuteMedia, and Waymo, and no documented defence contractor relationships among these clients have been identified 3. Waymo’s parent company Alphabet holds a documented $1.2 billion Project Nimbus contract with the Israeli Ministry of Defence for cloud and AI services, creating indirect corporate-family adjacency to defence procurement 9. However, Fiverr Enterprise operates as a separate business unit from Waymo 39.

Logistical Sustainment & Base Services

Fiverr does not operate in catering, transport, fuel supply, waste management, facilities maintenance, or telecommunications infrastructure for military installations 1. No contracts with IDF bases, military training facilities, or detention centres have been identified 1. Fiverr does not operate in shipping, freight forwarding, or port handling sectors 1. Following October 7, 2023, Fiverr co-founded Lev Echad (One Heart), a wartime civilian volunteer initiative that explicitly serves both civilians and members of the military, including documented requests for transportation from IDF soldiers 41011. The initiative encompasses more than 30 aid locations and leverages more than 30,000 volunteers 410. The platform technology for Lev Echad was built using monday.com technology donation 4. Recipients of aid from the initiative include Southern Israel residents displaced from their homes and IDF soldiers are explicitly included in the recipient population 41011.

Munitions, Weapons Systems & Strategic Platforms

Fiverr is not a defence manufacturer, prime contractor, or component supplier 1. No involvement in the design, manufacture, integration, or maintenance of lethal systems, weapons platforms, or strategic capabilities has been identified 1. No sub-system, critical component, or ancillary supply to any weapons category including small arms, artillery, drones, naval vessels, or missile defence systems has been documented 1.

No government decisions to grant, deny, suspend, or revoke export licences for Fiverr products to Israeli military end-users have been identified 1. No investigations, citations, or enforcement actions related to arms embargoes or export control regimes affecting Fiverr have been found 1. Fiverr’s 20-F filings reference the wars between Israel and its neighboring countries as risk factors but do not disclose specific defence contracts or regulatory actions 1. No court proceedings, judicial reviews, or legal challenges brought against Fiverr regarding defence supply relationships have been identified 1.

Civil Society Scrutiny & Documented Investigations

Fiverr does not appear in the UN Business Enterprises in Settlement Territories database established under HRC resolutions 31/36 and 53/25 8. The UN Special Rapporteur’s July 2025 report A/HRC/59/23 addressing the military and surveillance sectors does not name Fiverr among the 48 corporate actors identified 12. No corporate profile for Fiverr exists in the Who Profits Research Center database of companies operating in occupied territories or supplying the security apparatus 6. The AFSC Investigate searchable database does not list Fiverr among the more than 295 companies linked to Israeli military occupation 7. Fiverr appears on third-party boycott lists, including the Stop the Palestinian Genocide campaign which lists Fiverr as a Priority Target with a severity score of 6.0 and vulnerability score of 8.5, citing economic contribution to Israel’s Startup Nation brand and Lev Echad involvement 13. The Boycott Directory maintained by abbottandkeefer.com lists Fiverr under Military and Conflict Complicity with a high impact rating 14. Fiverr is not a named target of formal BDS Movement economic campaigns focused on specific arms suppliers 13. No complaints against Fiverr appear in the OECD National Contact Point complaints database 15. No public evidence of Fiverr issuing policy changes, contract terminations, or statements specifically addressing allegations of military complicity in response to civil society pressure has been identified 1.

The controlling principals of Fiverr include CEO and co-founder Micha Kaufman, who served in the Israeli military for three years per compulsory service and is publicly active in supporting the IDF during the Gaza conflict 1617. The CEO stated Fiverr was incorporated in Israel specifically to create jobs that ultimately benefit the tax system 13. Board member Ron Gutler has no documented defence industry ties, with a background in Bankers Trust, NICE Systems, Wix, CyberArk, and WalkMe 18. Major institutional holders including Fidelity and BlackRock are passive financial investors with no defence-sector nexus identified 1.

No public evidence identified.
