V-MIL Audit: G4S
Direct Defence Contracting & Procurement
G4S Secure Solutions (Israel) Ltd held contracts with the Israel Prison Service (IPS), providing guarding, facility management, and maintenance services at IPS facilities including Ofer Military Prison (occupied West Bank), Rimonim Prison, Damon Prison, Eshel Prison, and Gilboa Prison 1. G4S Israel provided security services at Israeli military checkpoints in the West Bank, including operation of scanning and access-control equipment regulating Palestinian civilian movement 1. G4S Israel, through subsidiary Policity Ltd (a 50-50 joint venture with Shikun & Binui), held a 25-year Private Finance Initiative (PFI/DBFO) concession to design, build, finance, and operate Israel’s National Police Academy in Beit Shemesh, a facility that trains Israeli Police and Border Police (Magav), a paramilitary force operational in the West Bank 12. G4S announced the sale of G4S Secure Solutions Israel to FIMI Opportunity Funds in December 2016; the sale was completed on June 29, 2017 for approximately NIS 425 million (£88 million) 34. Following the 2017 sale, G4S retained a 25% equity stake in Policity Ltd, with G1 Secure Solutions holding 25% and Shikun & Binui holding 50% 5. In May 2023, Allied Universal announced the sale of its 25% Policity stake to G1 Secure Solutions; as of mid-2023, the transaction remained pending Israeli government and bank approval 62. No verified post-2017 prime contracts between G4S/Allied Universal and the Israeli Ministry of Defence, IDF, or Israel Prison Service in their own names have been identified in public records, as the IPS and checkpoint contracts transferred to G1 Secure Solutions upon the 2017 sale 57.
Dual-Use Products & Tactical Variants
AMAG Technology, a wholly-owned subsidiary of Allied Universal (acquired as part of G4S portfolio in 2021), manufactures the Symmetry™ Security Management System combining access control, video surveillance, intrusion detection, and identity management 8. Symmetry is marketed as a “federal-grade” solution with documented compliance with FICAM (Federal Identity, Credential, and Access Management) standards and FIPS 201 US government PIV requirements—prerequisites for deployment in high-security government and defence environments 89. The same AMAG Symmetry platform (Symmetry SR Retrofit System) is deployed at Israeli detention facilities including Ofer Prison, documented by Yale Daily News reporting on student activist campaigns 10. G1 Secure Solutions operates as an authorized distributor of AMAG Symmetry products for its Israeli client base, constituting a commercial revenue stream from supply of access-control technology reaching Israeli prison and security infrastructure 510. No publicly available documentation distinguishes a separately specified “military variant” from the standard commercial product; the dual-use character arises from deployment context rather than differentiated product specifications 10.
Heavy Machinery, Construction & Infrastructure
At Ofer Military Prison (located in occupied West Bank), G4S Israel installed and operated wall-mounted perimeter detection systems and a central security control room, in addition to providing uniformed guarding 1. G4S Israel provided security infrastructure at multiple Israeli settlements beyond the 1967 Green Line, including Ma’ale Adumim, Modi’in Illit, and Har Adar 1. G4S Israel provided physical security infrastructure—including patrol vehicles, scanning equipment, perimeter detection systems, and static guarding posts—at Israeli military checkpoints in the West Bank 1. Direct G4S/Allied Universal physical infrastructure presence in Israel or occupied territories has not been documented in public records post-2017; the G1 Secure Solutions distributor channel for AMAG technology constitutes an indirect supply route 5.
Supply Chain Integration with Defence Primes
No public evidence identified of G4S or Allied Universal supplying components, sub-systems, raw materials, or manufactured goods directly to Israeli defence prime contractors (Elbit Systems, IAI, Rafael, IMI) for weapons systems integration. No public evidence identified of joint development, co-production, technology transfer, or licensed manufacturing arrangements between G4S/Allied Universal and any Israeli defence prime. Palestine Action conducted multiple protests at Elbit Systems UK’s UAV Engines facility in Shenstone, Staffordshire (2022, 2024)—a facility manufacturing Wankel rotary engine propulsion components for Hermes 450 drones used by the IDF; however, no confirmed G4S/Allied Universal security contract has been verified through primary sources 5.
Logistical Sustainment & Base Services
G4S Israel provided a full suite of support services—guarding, facility management, technology maintenance, and control room operation—to IPS prisons and IDF-controlled West Bank checkpoints for over a decade prior to the 2017 sale 1. The Policity PFI concession imposed 25-year facilities management and operational obligations for the National Police Academy in Beit Shemesh; Allied Universal’s 25% equity stake meant continued accrual of revenue from this sustained logistical support through 2023 2. Who Profits documents show G1 contracted for patrol services (NIS 350,000), fire detection systems, and baggage systems maintenance (NIS 2.12M) through 2022 5. IPS notified G1 on September 16, 2024 that its offer in a new tender was not selected; the contract ended April 30, 2025 7.
Munitions, Weapons Systems & Strategic Platforms
No public evidence identified of G4S or Allied Universal acting as prime contractor or licensed manufacturer of small arms, crew-served weapons, armoured vehicles, tactical drones, naval vessels, guided munitions, or any other lethal platform. No public evidence identified of involvement in manufacturing, systems integration, maintenance, repair, or component supply for Israel’s Iron Dome, David’s Sling, Arrow programme, fighter aircraft, main battle tanks, or naval vessels.
Export Licensing, Regulatory & Legal History
No public evidence identified of any government authority (UK ECJU/HMRC, US BIS, or others) formally granting, denying, suspending, or revoking export licences specifically for G4S or Allied Universal products destined for Israeli military or security end-users. The supply of AMAG Symmetry access control technology to Israel via the G1 Secure Solutions distributor channel has not been addressed in any export licensing decision; the dual-use characteristics (FICAM-compliant, biometric-capable) make this absence a compliance gap 5. The 2015 UK NCP Final Statement found G4S in breach of OECD Guidelines Chapter IV Paragraph 3 (failure to address linked human rights impacts); G4S declined mediation and the 2016 follow-up found recommendations were not implemented 11. No court proceedings, judicial reviews, arbitral proceedings, or formal enforcement actions against G4S or Allied Universal specifically concerning defence or security supply relationships with Israel have been identified in public records 5.
Civil Society Scrutiny & Documented Investigations
Who Profits produced the most comprehensive contemporaneous documentation of G4S Israel’s military-adjacent operations—including IPS prison contracts at Ofer, Rimonim, Damon, Eshel, and Gilboa prisons; West Bank checkpoint operations; settlement security services; and the Policity PFI; post-2017, Who Profits maintains an active profile on G1 Secure Solutions documenting continuity of IPS operations and the AMAG technology supply relationship 51. The American Friends Service Committee maintained active profiles on G4S and G1 Secure Solutions, coordinating investor pressure—specifically targeting CDPQ (Allied Universal’s largest institutional shareholder)—regarding the Policity equity stake; the 2023 divestment is attributed in part to this AFSC-coordinated investor pressure 212. Lawyers for Palestinian Human Rights submitted a complaint to the UK National Contact Point regarding G4S’s activities, resulting in the 2015 adverse findings 11. The BDS “Stop G4S” campaign (2011-2017) generated documented institutional divestment decisions by UK and Irish pension funds and university bodies during 2013-2016; the BDS Movement declared victory upon the 2017 G4S Israel sale and upon the 2023 Policity divestment 6. In April 2023, student activist groups called on Yale University to cancel its campus security contract with Allied Universal, specifically citing deployment of AMAG Symmetry SR Retrofit System at Israeli detention facilities including Ofer Prison 10. CDPQ is Allied Universal’s largest institutional shareholder (approximately 28% since 2019); CEO Charles Emond testified in 2023 that the Israeli treatment of Palestinian prisoners “is not the kind of activity we endorse at all,” but no divestment has occurred as of 2024 12. Border to Coast Pensions Partnership sold £6.7 million in Israeli government bonds in 2024 following activist pressure; London CIV sold £6.7 million Israeli bonds in 2024; the Universities Superannuation Scheme faced criticism but no divestment has occurred 13. G4S does not appear in the UN OHCHR database of business enterprises involved in settlement activity, a structurally explained outcome given that the sale of G4S Israel was completed in June 2017, three years before the database’s first publication; OHCHR methodology excludes companies “no longer engaged in the alleged activities because of corporate restructuring” 1415.
