Direct Defence Contracting & Procurement

G4S Secure Solutions (Israel) Ltd held contracts with the Israel Prison Service (IPS), providing guarding, facility management, and maintenance services at IPS facilities including Ofer Military Prison (occupied West Bank), Rimonim Prison, Damon Prison, Eshel Prison, and Gilboa Prison 1. G4S Israel provided security services at Israeli military checkpoints in the West Bank, including operation of scanning and access-control equipment regulating Palestinian civilian movement 1. G4S Israel, through subsidiary Policity Ltd (a 50-50 joint venture with Shikun & Binui), held a 25-year Private Finance Initiative (PFI/DBFO) concession to design, build, finance, and operate Israel’s National Police Academy in Beit Shemesh, a facility that trains Israeli Police and Border Police (Magav), a paramilitary force operational in the West Bank 12. No public evidence identified of involvement in manufacturing, systems integration, maintenance, repair, or component supply for Israel’s Iron Dome, David’s Sling, Arrow programme, fighter aircraft, main battle tanks, or naval vessels.

Export Licensing, Regulatory & Legal History

No public evidence identified of any government authority (UK ECJU/HMRC, US BIS, or others) formally granting, denying, suspending, or revoking export licences specifically for G4S or Allied Universal products destined for Israeli military or security end-users. The supply of AMAG Symmetry access control technology to Israel via the G1 Secure Solutions distributor channel has not been addressed in any export licensing decision; the dual-use characteristics (FICAM-compliant, biometric-capable) make this absence a compliance gap 5. The 2015 UK NCP Final Statement found G4S in breach of OECD Guidelines Chapter IV Paragraph 3 (failure to address linked human rights impacts); G4S declined mediation and the 2016 follow-up found recommendations were not implemented 11. The American Friends Service Committee maintained active profiles on G4S and G1 Secure Solutions, coordinating investor pressure—specifically targeting CDPQ (Allied Universal’s largest institutional shareholder)—regarding the Policity equity stake; the 2023 divestment is attributed in part to this AFSC-coordinated investor pressure 212. Lawyers for Palestinian Human Rights submitted a complaint to the UK National Contact Point regarding G4S’s activities, resulting in the 2015 adverse findings 11.
