Supply Chain & Sourcing Relationships

Samsung Electronics procures specialty semiconductor wafers from Tower Semiconductor, an Israeli foundry headquartered in Migdal HaEmek 12. The relationship dates to at least 2015 when Samsung selected Tower’s 700V power technology platform 1. Tower’s July 2025 RF SOI award notice confirms Samsung remains a customer for RF front-end module production using Tower’s 300mm RF SOI technology 2.

Samsung Electronics Israel Ltd. operates as the in-country commercial entity for distribution of Samsung consumer electronics and appliances in Israel 3. This entity serves as the importer of record for products entering the Israeli market.

Samsung products are distributed in Israel through major telecommunications carriers including Cellcom, Partner Communications, and Pelephone 34. Samsung maintains authorized reseller and service networks through third-party electronics retail chains. No Samsung-branded retail stores operate directly in West Bank settlements.

Indirect linkage exists through Cellcom Israel, which maintains at least 167 active cellular antennas in occupied West Bank, East Jerusalem, and Golan Heights, with service centers in settlements including Ariel, Modi’in Illit, and Beitar Illit 3. Cellcom won an Israeli Ministry of Defense tender in September 2024 worth over NIS 40 million for three years, including supply of Samsung devices to approximately 40,000 military personnel 5.

No public evidence identified of Samsung sourcing agricultural products from Israeli aggregators such as Mehadrin, Hadiklaim, Galilee Export, or Agrexco. Samsung is a consumer electronics and engineering conglomerate without fresh produce procurement functions. No public evidence identified of Israeli-origin products reaching Samsung via third-party or white-label arrangements in non-electronics categories.

Product Origin, Labeling & Regulatory Compliance

No public evidence identified of Samsung Group sourcing physical goods produced in West Bank settlements or Golan Heights for resale. Samsung’s commercial presence in settlements relates to authorized reseller networks and carrier distribution, not settlement-origin product procurement.

IronSource, now owned by Unity following a 2022 merger, developed AppCloud, an app-delivery platform pre-installed as a system-level application on Samsung Galaxy A and M series devices distributed in the West Asia and North Africa (WANA) region 6. AppCloud collects user data including biometric data, IP addresses, location, and device fingerprints 6. It cannot be removed without root access 6. AppCloud’s Israeli corporate origin and ongoing data collection infrastructure remain relevant even after the US-headquartered Unity merger. No confirmed announcement of AppCloud termination or Samsung pre-installation relationship cessation has been identified.

No public evidence identified of any customs authority or consumer protection enforcement action against Samsung for country-of-origin mislabeling regarding goods from occupied or contested territories. No specific Samsung corporate policy addressing sourcing or labeling of goods from occupied territories has been identified in public disclosures.

Specific grant amounts are not publicly disclosed.

Samsung Next’s Israeli portfolio encompassed over 70 companies before the closure of Tel Aviv operations in April 2024 10. The office closure was attributed to the October 2023 war context, though Samsung stated it would continue investing remotely. Samsung Catalyst Fund invested in Teramount Ltd., an Israeli startup, in a $50 million Series A round in July 2025 for optical interconnect technology for semiconductor packaging 11. Samsung SDS investment in Iguazio, a data science and MLOps platform, was confirmed in 2019. Iguazio was acquired by McKinsey & Company in 2023. The Tel Aviv Metro project ($49 billion) is actively seeking Korean company participation, including Samsung C&T, but no contracts have been awarded to date 16.

No public evidence identified of Samsung Electronics, Samsung C&T, Samsung Life Insurance, or Samsung Asset Management underwriting, lead-arranging, or purchasing Israeli sovereign bonds or Israel Bonds (Development Corporation for Israel) as a disclosed institutional investor.

Operational Presence & Market Activity

Samsung maintains a significant physical footprint in Israel across multiple entities. Samsung Electronics Israel Ltd. operates in the Tel Aviv area for sales, marketing, and distribution, confirmed active. Samsung Semiconductor Israel R&D Center (SIRC) operates in Ramat Gan for semiconductor and image sensor R&D, confirmed active. Samsung R&D Institute Israel (SRIL) operates in Yakum/Herzliya for software and AI R&D, confirmed active. Corephotonics Ltd. operates in Tel Aviv for optics R&D and IP holding, confirmed active. Harman Israel R&D Centre operates in Herzliya for automotive audio and connected car, confirmed active. Samsung had 536 employees in Israel as of end 2024 according to Samsung’s sustainability report 17. Combined R&D, sales, and subsidiary workforce numbers are in the hundreds of engineers across SIRC and SRIL, per Israeli government trade promotion materials. Samsung entities are registered taxpayers in Israel. Specific tax contribution figures: No public evidence identified.

Samsung annual reports do not characterize Israel as a named, standalone strategic market. Israel is subsumed within broader regional aggregates (Europe/Middle East/Africa or Rest of World). Israeli government trade promotion bodies cite Samsung as a flagship example of multinational R&D investment, particularly SRIL’s 1997 founding.

Corporate Structure & Foundational Ties

Samsung Group was founded in the Republic of Korea in 1938 by Lee Byung-chul. Samsung Electronics was incorporated in Korea in 1969. No Israeli founding or origin exists for Samsung Group parent entities. Corephotonics was founded in Israel (Tel Aviv) in 2012 and acquired by Samsung in 2019, retaining Israeli operational identity as a wholly-owned subsidiary. Red Bend Software was founded in Israel and brought into the Samsung group via the Harman acquisition in 2015 and 2017.

Samsung Electronics Co., Ltd. has its legal domicile in Suwon-si, Gyeonggi-do, Republic of Korea. No dual or legacy headquarters in Israel exists for Samsung Electronics Co., Ltd. At the subsidiary level, headquarters are present in Israel for Corephotonics (Tel Aviv), SRIL, SIRC, Harman Israel, and Samsung Electronics Israel Ltd. Samsung R&D facilities are documented recipients of IIA support and are typically registered as Israeli taxpaying entities.

Lee Jae-yong, Samsung Electronics Chairman, visited Samsung’s Israeli R&D center in late September/early October 2023 to review startup investments and technology developments 18. No evidence found of Lee Jae-yong personally holding direct investments in Israeli companies via family office or personal vehicle. The Pandora Papers revealed a BVI shell company called Bachury Finance Corp, but no specific Israeli investments were identified 9. Samsung executives and board members are predominantly Korean nationals. No evidence of Israeli citizenship, dual-residency, or personal Israeli investment exposure among named board members.

No evidence of Israeli state ownership of Samsung Group equity exists. Samsung has received support from Israeli government investment promotion bodies (Israel Innovation Authority) in connection with R&D centers, standard practice for multinational R&D facilities. Samsung C&T participation in Tel Aviv Light Rail was NOT confirmed — construction was awarded to a Chinese-Israeli joint venture.

Profit Repatriation & Economic Contribution

Samsung does not break out Israel as a named revenue segment in published financial statements. Israel is subsumed within broader regional aggregates.

Net profits generated by Samsung Electronics Israel Ltd. and other Israeli operating subsidiaries flow outward to the Korean parent (Samsung Electronics Co., Ltd.) via dividend or intra-group transfer mechanisms, consistent with standard multinational subsidiary accounting. Samsung Next’s investments in Israeli startups represent inward capital flows from Samsung Korea into the Israeli ecosystem, with financial returns flowing back upon exit events. The Corephotonics acquisition ($155 million, 2019) represents a one-time acquisition payment to Israeli shareholders, with subsequent IP-derived value flowing into Samsung’s global Galaxy product lines. Tower Semiconductor wafer procurement represents ongoing payment flows from Samsung to an Israeli-headquartered company.

Israeli government trade promotion bodies cite Samsung as one of the most significant multinational R&D investors in Australia. Samsung holds the largest number of Israeli subsidiaries among South Korean conglomerates.
