V-MIL Audit: Teva Pharmaceuticals

Direct Defence Contracting & Procurement

Teva Pharmaceuticals has been identified as a corporate participant in the Israel Defence Forces’ “Adopt-a-Battalion” program, which enables corporate sponsorship of military units 1. Following the October 7, 2023 attacks, Teva donated essential medicines, baby food compounds, and computers to the IDF, with the donations framed as humanitarian assistance rather than procurement contracts 23. The company has not been identified as the national pharmaceutical company of Israel in any formal defence procurement framework, though CEO Richard Francis publicly stated Teva is “the national pharmaceutical company of Israel” after October 7, 2023 and posted solidarity with the Israeli flag 2. Teva Pharmaceuticals USA holds contracts with the U.S. Department of Defense for adenovirus vaccines, including delivery order SPE2DP25F4433 for $330,314 in March 2025; these contracts are with the U.S. DoD, not Israeli defence end-users 4. No public evidence was identified of verified contracts, framework agreements, or memoranda of understanding between Teva and the Israeli Ministry of Defence (IMOD), Israel Prison Service, or Israel Border Police beyond the documented charitable donations. The Thank Israeli Soldiers NGO acknowledged partnering with Teva Israel on a corporate sponsorship activity 5.

Dual-Use Products & Tactical Variants

No public evidence was identified that Teva manufactures ruggedised, tactical, mil-spec, or defence-grade pharmaceutical product variants 6. Teva’s publicly listed product portfolio covers oral solids, injectables, inhalers, biosimilars, and active pharmaceutical ingredients (APIs) in standard civilian pharmaceutical formats. Certain Teva generic products, including atropine sulfate injection, morphine, epinephrine, ciprofloxacin, and amoxicillin, are stocked by militaries globally as standard medical supplies; these are standard-specification products available on the open civilian market, and no evidence of purpose-built military variants was identified. No public evidence was identified that Teva’s commercial catalogue triggers ITAR, Wassenaar Arrangement munitions list, or EU Dual-Use Regulation Annex I controls, except for specific Chemical Weapons Convention-scheduled chemicals not relevant to this audit.

Heavy Machinery, Construction & Infrastructure

Not applicable to Teva’s business scope. Teva does not manufacture heavy machinery, construction equipment, vehicles, or building materials. No public evidence was identified of Teva holding construction or engineering contracts in Israel, the West Bank, the Golan Heights, or East Jerusalem.

Supply Chain Integration with Defence Primes

No public evidence was identified of Teva supplying components, sub-systems, raw materials, or specialist manufacturing services to Elbit Systems, Israel Aerospace Industries (IAI), Rafael Advanced Defense Systems, IMI Systems, or any other Israeli defence prime contractor 6. Teva’s manufacturing capabilities are pharmaceutical API synthesis and finished-dose formulation, not electronics, optics, structural metals, propellants, or guidance systems. No public evidence was identified of any joint development programmes, co-production agreements, technology transfer arrangements, or licensed manufacturing agreements between Teva and Israeli defence firms.

Logistical Sustainment & Base Services

No public evidence was identified of Teva contracts to provide catering, transport, fuel, waste management, facilities maintenance, telecommunications, or other non-pharmaceutical support services to IDF bases, training facilities, detention centres, or security installations. Teva’s manufacturing and R&D sites are located within Israel’s internationally recognised territory, including Petah Tikva, Kfar Saba, Jerusalem, Netanya, and Ramat Hovav. No evidence was identified of Teva operating facilities within West Bank settlements or the Golan Heights in a capacity serving military installations. Salomon, Levin & Elstein (SLE), Teva’s fully-owned subsidiary, operates as a distribution unit throughout Israel and the Occupied Palestinian Territory; Who Profits notes that SLE “enjoys easy access to the Palestinian market, free of customs and checkpoint” under the Paris Protocol economic arrangements 78.

Munitions, Weapons Systems & Strategic Platforms

Not applicable to Teva’s business scope. Teva does not manufacture weapons, munitions, vehicles, drones, naval vessels, or any lethal platforms. No public evidence was identified of Teva’s involvement in Iron Dome, David’s Sling, Arrow, fighter aircraft, main battle tanks, warships, or ballistic missile systems. No public evidence was identified of Teva developing or supplying AI systems, kinetic-targeting software, or fire-control systems; Teva’s digital capabilities are confined to pharmaceutical R&D and supply-chain management.

No public evidence was identified of any government decision to grant, deny, suspend, or revoke export licences for Teva products to Israeli military or security end-users in any jurisdiction. No public evidence was identified of investigations, citations, or enforcement actions against Teva related to arms embargoes, export control regimes, or sanctions affecting defence trade with Israel. Teva Pharmaceuticals USA Inc. was suspended from Canadian federal government contracts in October 2023 due to DOJ price-fixing charges (Deferred Prosecution Agreement)—this suspension is unrelated to defence trade. Teva settled price-fixing charges with US DOJ in August 2023 via Deferred Prosecution Agreement, paying a $225 million fine plus $50 million product donation—civilian pharmaceutical matters, not defence-related 6.

Civil Society Scrutiny & Documented Investigations

Teva is listed in the Who Profits database for “Economic Exploitation” via the Palestinian captive market created by Israeli policies (Paris Protocol); the profile states that “Teva enjoys the advantages generated by the Israeli occupation of Palestinian lands allowing the company to exploit the Palestinian market” 7. The American Friends Service Committee profile on Teva states the company is “part of an oligopoly of companies who benefit from selling to the Palestinian captive market” 9. Teva was reportedly included in draft discussions for the UN OHCHR settlement database but was NOT included in the final 2020 publication; the September 2025 database update lists 158 companies and Teva remains unlisted 10611. Several Danish pension funds, including AkademikerPension, excluded Teva from their portfolios due to affiliation with Israel’s military 12. Teva does not appear on the BDS Movement’s primary consumer boycott target list; BDS materials occasionally reference Teva as a prominent Israeli corporation but have not designated it as a focused boycott or divestment target on defence-supply grounds. The UN A/HRC/59/23 report (Albanese report, July 2025) was checked; Teva was not named in the footnotes or company citations for the military, surveillance, or construction sections 13. No public statement has been issued by Teva specifically regarding policies on pharmaceutical supply to military customers, prisoner healthcare, or end-use restrictions in occupied territories.

Amir Elstein serves as a member of Teva’s Board of Directors; he is also Chairman of Tower Semiconductor and Chairman of the Israel Democracy Institute 14. No evidence was found of current board members serving on FIDF board or defence-industry directorships.

No public evidence identified.
