Direct Defence Contracting & Procurement

Toyota Hilux and Toyota Land Cruiser chassis form the base platform for the “David” Urban Light Armored Vehicle (ULAV), the most common armored vehicle in IDF service, deployed by the hundreds in Gaza, the West Bank, and along the Lebanon border 12. The armored capsule is manufactured by MDT Armor Corporation, a U.S. subsidiary of Israeli company Shladot Ltd. 12. Shladot Vice Chairman Alon Fridenson stated: “Today, these vehicles are mainly based on Toyota pickup trucks” and described the David as “the most dominant armored patrol and command vehicle in the army” 3. The Israeli Ministry of Defence published a tender in July 2019 for modeling a Toyota Land Cruiser vehicle 1. IMOD published a tender in 2018 for maintenance of Toyota forklifts for the Israeli Air Force 1. Dual-Use Products & Tactical Variants

The Toyota Hilux serves as the primary platform for both the MDT David armored vehicle and the “Jackal” light armored vehicle developed by Israeli company Palsan Ram for Israel Police and Border Police 17. The Toyota Land Cruiser is also used as a base platform for the MDT David armored vehicle 12. The David vehicle is purpose-built as an armored military platform designed for operational activity in the field serving IDF soldiers night and day, and is not a standard civilian vehicle with incidental military use 23. The Jackal was developed specifically for Israel Police and Border Police use in the West Bank and East Jerusalem, using the Toyota Hilux as the base platform with armored capsule retrofit 1. Heavy Machinery, Construction & Infrastructure

In May 2023, a Toyota vehicle was documented used by Israeli Civil Administration personnel accompanying bulldozers during house demolitions in Masafer Yatta in the occupied West Bank 1. David vehicles based on Toyota platforms have been documented in IDF military raids in Tulkarm Refugee Camp and Nablus in 2023 16. Jackal vehicles based on Toyota Hilux platforms are used for checkpoint operations and patrols in the West Bank and East Jerusalem 16. Toyota’s role is limited to supplying commercial vehicle chassis (Hilux, Land Cruiser) that are converted into armored military platforms by independent armoring companies including MDT Armor/Shladot and Palsan Ram 123. Export Licensing, Regulatory & Legal History

U.S. Department of Defense procures Toyota-based David vehicles for Israel through the Foreign Military Sales program under standard U.S. arms export procedures with ITAR jurisdiction 45. No public evidence identified of any U.S., EU, or UK export licence denial, suspension, or revocation specifically for Toyota products to Israeli military end-users. No public evidence identified of any investigation, citation, or enforcement action related to Toyota’s compliance with arms embargoes or export control regimes for Israeli military sales.
