V-MIL Audit: Toyota
Toyota Motor Corporation — V-MIL Audit
Direct Defence Contracting & Procurement
Toyota Hilux and Toyota Land Cruiser chassis form the base platform for the “David” Urban Light Armored Vehicle (ULAV), the most common armored vehicle in IDF service, deployed by the hundreds in Gaza, the West Bank, and along the Lebanon border 12. The armored capsule is manufactured by MDT Armor Corporation, a U.S. subsidiary of Israeli company Shladot Ltd. 12. Shladot Vice Chairman Alon Fridenson stated: “Today, these vehicles are mainly based on Toyota pickup trucks” and described the David as “the most dominant armored patrol and command vehicle in the army” 3. The Israeli Ministry of Defence published a tender in July 2019 for modeling a Toyota Land Cruiser vehicle 1. IMOD published a tender in 2018 for maintenance of Toyota forklifts for the Israeli Air Force 1. Israel Police contracted PalSan Ram in September 2022 to prototype Toyota civilian vehicles with bullet protection for NIS 840,000 under an exemption from tender 1. Israel Police separately contracted Union Industrial Vehicle Ltd. in March 2022 to maintain Toyota forklifts for NIS 90,000 through end of 2024 1. The U.S. Army Contracting Command awarded MDT Armor approximately $10 million in July 2021 (contract W56HZV-21-C-0117) for production of David vehicles for Israel under the Foreign Military Sales program 4. A subsequent contract awarded MDT Armor $21,913,585 on March 30, 2023 for David vehicles for Israel, funded by Fiscal 2023 Foreign Military Sales (Israel) funds 5. Approximately 350 Toyota-based David vehicles have been acquired by the IDF for approximately $53.4 million through the U.S. FMS program since 2018, in five batches in 2018, January 2020, October 2020, 2021, and 2023 67. An October 2023 shipment was rushed to Israel to replace vehicles damaged during the Gaza offensive 7. No public evidence identified of any direct contract between Toyota Motor Corporation (Japan headquarters) and the Israeli Ministry of Defence.
Dual-Use Products & Tactical Variants
The Toyota Hilux serves as the primary platform for both the MDT David armored vehicle and the “Jackal” light armored vehicle developed by Israeli company Palsan Ram for Israel Police and Border Police 17. The Toyota Land Cruiser is also used as a base platform for the MDT David armored vehicle 12. The David vehicle is purpose-built as an armored military platform designed for operational activity in the field serving IDF soldiers night and day, and is not a standard civilian vehicle with incidental military use 23. The Jackal was developed specifically for Israel Police and Border Police use in the West Bank and East Jerusalem, using the Toyota Hilux as the base platform with armored capsule retrofit 1. Israel Police separately contracted in 2022 for bullet-protected Toyota civilian vehicles as a distinct procurement program from the military-specification armored vehicles 1.
Heavy Machinery, Construction & Infrastructure
In May 2023, a Toyota vehicle was documented used by Israeli Civil Administration personnel accompanying bulldozers during house demolitions in Masafer Yatta in the occupied West Bank 1. David vehicles based on Toyota platforms have been documented in IDF military raids in Tulkarm Refugee Camp and Nablus in 2023 16. Jackal vehicles based on Toyota Hilux platforms are used for checkpoint operations and patrols in the West Bank and East Jerusalem 16. In September 2021, Toyota’s official Israeli distributor Union Motors was awarded a tender to provide Toyota Hilux 4X4 vehicles to the Mateh Binyamin settlement Regional Council, which governs 47 settlements and outposts in the West Bank 18. AFSC documents David vehicles being used for protecting illegal settlements and military bases along the West Bank 6. Toyota supplies chassis commercially to MDT Armor, which mounts armored capsules and supplies completed vehicles to IDF 12. Toyota’s official Israeli distributor (Union Motors) supplies vehicles directly to settlement authorities 128.
Supply Chain Integration with Defence Primes
Shladot, the parent of MDT Armor, explicitly states it operates in design and subcontracted fabrication for leading defence industries including Elbit Systems, Israel Aerospace Industries, and Rafael, which integrate Shladot platforms in their finished products 3. Shladot platforms integrated by Elbit, IAI, and Rafael include special purpose trailers, reconnaissance and communications and radar systems, UAV launchers, command and control vehicles, C4I shelters and containers, and platforms for missile systems requiring transport, erection, protection, and launch facilities 3. Elbit Systems supplies advanced survivability solutions for combat vehicles including the Iron Fist Active Protection System and 360-degree situational awareness systems, and integrates these solutions with combat vehicle manufacturers 9. Elbit’s Torch-X Battle Management System and TORC2H automated sensor-integrated C4ISR solutions connect armored, infantry, and artillery forces, including forces operating Toyota-based platforms 9. Elbit Systems was awarded a $107 million contract from the Israeli Ministry of Defence to supply advanced armor training centers 10. Elbit Systems is documented as Israel’s largest weapons manufacturer, supplying Skylark and Hermes military UAV drones, head-mounted display helmet technology integrated into Israeli Air Force fighter jets and Merkava 5 battle tank, and MPR 500 multi-purpose bombs used in Gaza attacks 11.
Logistical Sustainment & Base Services

Toyota’s role is limited to supplying commercial vehicle chassis (Hilux, Land Cruiser) that are converted into armored military platforms by independent armoring companies including MDT Armor/Shladot and Palsan Ram 123. Toyota does not manufacture weapons systems, munitions, or strategic platforms 123.
Export Licensing, Regulatory & Legal History
U.S. Department of Defense procures Toyota-based David vehicles for Israel through the Foreign Military Sales program under standard U.S. arms export procedures with ITAR jurisdiction 45. No public evidence identified of any U.S., EU, or UK export licence denial, suspension, or revocation specifically for Toyota products to Israeli military end-users. Al-Haq and Forensic Architecture issued a joint investigation in September 2022 creating a 3D photogrammetry reconstruction demonstrating that Shireen Abu Akleh was shot from a gunport in a Toyota MDT David armored vehicle, concluding the Israeli marksman deliberately and repeatedly targeted Shireen and her fellow journalists with the intention to kill 1516. The precise 3D photogrammetry model of the Jenin scene established the trajectory from the MDT David gunport and confirmed Shireen wore a ‘PRESS’ vest and was facing away from the shooter, with all shots positioned above shoulder height indicating intent to kill 1617. The Just Security analysis applied the Leahy Law framework to the Abu Akleh killing, noting the facts appear to constitute credible information of a grave violation of human rights, either an extrajudicial killing or the flagrant denial of her right to life 18.
