Unilever — V-POL Audit

This audit assesses Unilever’s posture, operations, governance, and leadership regarding the Israeli-Palestinian conflict context. It draws exclusively on the source materials compiled in the research memo.


Corporate Communications & Public Stance

Unilever has issued no corporate-level public statement explicitly addressing Israeli military operations in Gaza following October 2023 123. A spokesperson expressed that “our heart goes out to all victims of the tragic events in the Middle East” — a generic humanitarian register that avoids characterizing either party 4. No Unilever corporate response to the ICJ Advisory Opinion (July 2024) or ICC arrest warrants (November 2024) has been identified in searches 1.

This contrasts materially with Unilever’s posture on Ukraine. The company issued direct, unambiguous public statements condemning Russia’s February 2022 invasion, describing it as “a brutal and senseless act by the Russian state” and announcing suspension of imports and exports, media spend halt, and capital investment pause 5. This disparity between Ukraine and Gaza framing is documented across multiple reports 13.

Unilever’s 2023 and 2024 Annual Reports reference Israel within standard market operations without special geopolitical framing related to the occupation or conflict 6. CEO Alan Jope (July 2021) stated Unilever invested €306 million ($1 billion shekels) in Israel over the preceding decade, employing 2,000 people 7.


Operations in Occupied or Contested Territories

Unilever previously owned Beigel & Beigel, which operated a factory in the Barkan Industrial Zone (Ariel settlement) in the Israeli-occupied West Bank 89. Unilever announced in 2008 it would sell its 51% stake; the factory relocated to Safed (inside Israel’s pre-1967 borders) by January 2013 9. Who Profits removed Unilever and Beigel & Beigel from its active database of companies profiting from occupation after the 2013 withdrawal was confirmed 10.

Unilever does not appear in the UN OHCHR database of business enterprises involved in settlement activity 11. The Barkan factory relocation preceded the database’s original publication (February 2020).

In July 2021, Ben & Jerry’s independent board announced it would not renew its franchise licence with Israeli licensee American Quality Products (Avi Zinger) beyond December 2022, explicitly citing OPT sales inconsistent with brand values 12. In June 2022, Unilever sold the Hebrew and Arabic trademarks for Ben & Jerry’s in Israel directly to Avi Zinger and AQP, bypassing the independent board’s resolution 13. Ben & Jerry’s ice cream continues to be sold in Israeli West Bank settlements under the Hebrew-language trademark, now operated by Zinger independently of Unilever 1415. The SDNY lawsuit (1:24-cv-08641) alleges this sale breached the Merger Agreement Section 6.14 1617.

Unilever operates an R&D facility at Migdal HaEmek, Israel, located inside Israel’s internationally recognized pre-1967 borders 6. Four manufacturing facilities are confirmed in Israel (Lod/Airport City HQ, Haifa, Akko), employing 2,000 people 6.

Texas Attorney General issued formal letter to Unilever in November 2021 citing Ben & Jerry’s OPT exit announcement as a boycott of Israel under Texas state law 18. Florida, New York, New Jersey, and Illinois issued equivalent warnings or formal steps 1815. No UN OHCHR listing, no regulatory fines, no formal legal rulings specifically related to settlement operations exist 11.

No public evidence identified regarding Unilever operations in the Golan Heights, East Jerusalem, or other territories captured in 1967 beyond the historical West Bank presence and current Israeli operations within pre-1967 borders.


Internal Governance, Content & Retail Policies

David Stever, former CEO of Ben & Jerry’s, was terminated in March 2025 19. The SDNY lawsuit alleges Stever’s removal was connected to his association with the independent board’s positions regarding Gaza and advocacy for a detained activist 161917.

Ben & Jerry’s independent board filed lawsuit (1:24-cv-08641) in November 2024 alleging Unilever blocked the brand from publishing statements calling for a ceasefire in Gaza, blocked a post mentioning Donald Trump, and threatened independent board directors with personal legal action 12316. Unilever allegedly blocked Ben & Jerry’s from donating to Jewish Voice for Peace (JVP) and CAIR, characterizing these organizations as “politically sensitive” 23. Unilever blocked development of a “Flavor for Palestine” product concept 1. The lawsuit alleges breach of Merger Agreement Section 6.14, which establishes the independent board’s “primary responsibility” for preserving social mission 16.

Unilever initiated an audit of the Ben & Jerry’s Foundation in 2024, focusing on the foundation’s grants to pro-Palestinian groups including Oakland Institute 20. The Israel Innovation Authority lists Unilever as a participant in its co-funding programs for R&D partnerships 6. The entity registered at UK Companies House (company number 00488496), formerly British-Israel Chamber of Commerce, exists, but no evidence of Unilever executives as members has been found 27.

No evidence of Unilever or its executives receiving Israeli state honors has been identified.


Lobbying, Advocacy, Financing & Logistics

Multiple US states (Texas, Florida, New York, New Jersey, Illinois) issued formal warnings or initiated steps characterizing Ben & Jerry’s 2021 decision as an illegal boycott 1815. Unilever engaged with the Conference of Presidents of Major American Jewish Organizations and the Anti-Defamation League to communicate the company was not boycotting Israel 15.

Nelson Peltz joined Unilever board as non-executive director in July 2022, following Trian Fund Management’s acquisition of approximately 1.5% of Unilever shares (~$1.6 billion) 2826. Peltz previously served as honorary co-chairman and board member of the Simon Wiesenthal Center since the 1980s 2930. Peltz resigned from Simon Wiesenthal Center in December 2023 over the organization’s Ben & Jerry’s tweet urging boycott 30. No confirmed evidence of Unilever corporate donations to FIDF, JNF, settlement organizations, or military-welfare funds has been identified.

No evidence that Unilever directed cloud infrastructure, physical logistics, free services, or material resources to Israeli military or state-aligned NGOs during the 2023-2025 Gaza conflict has been identified.


Corporate Structure & Primary Mission

Unilever PLC is publicly listed (LSE: ULVR; NYSE: UL; AEX: UNA), formed from 1929 merger of Lever Brothers and Margarine Unie. No state-held golden shares or sovereign wealth fund controlling stake exists 26. Largest institutional shareholders are global index funds (BlackRock, Vanguard) 26.

Trian held approximately 1.5% of Unilever shares at time of Peltz’s July 2022 board appointment 2826. Trian materially reduced Unilever stake through 2023-2024, falling below 5% disclosure threshold 31. Peltz remained on board through at least early 2025 based on board composition disclosures 26.

Ben & Jerry’s was acquired by Unilever in 2000 with unusual dual-governance structure: independent board retained authority over social mission, Unilever controlled business operations 1632. The 2024-2025 litigation reflects active breakdown of this dual-governance arrangement 1617.


Executive & Leadership Footprint

Nelson Peltz has served as non-executive director since July 2022 28. He was chairman of Board of Governors of Simon Wiesenthal Center until resigning in December 2023 30. He is a major Jewish donor to Jewish philanthropic causes 29. He donated to Donald Trump’s 2024 presidential campaign 29. Trian Fund stake was reduced below 5% threshold by mid-2023 31.

Fernando Fernandez was appointed CEO effective March 2025, succeeding Hein Schumacher 26. He is characterized in trade press as prioritizing “depoliticization” of brands 2425. No documented personal statements on Israel-Palestine conflict or board memberships in pro-Israel advocacy organizations have been identified.

Hein Schumacher presided over December 2022 Ben & Jerry’s lawsuit settlement 32 and the 2024 period of blocked Ben & Jerry’s statements 12. He announced corporate “depoliticization” strategy in early 2024 2425. No personal affiliations with Israel-advocacy organizations have been identified.
