Volkswagen V-MIL Audit — Domain Research Report

Direct Defence Contracting & Procurement

Champion Motors Ltd., the exclusive authorised Volkswagen Group importer in Israel, holds supply and leasing contracts with the Israeli Ministry of Defence under which standard civilian passenger vehicles are provided to permanent IMOD staff as administrative transport 1. Out of 10,000 vehicles available in the IMOD personnel leasing programme, three of four models are Volkswagen Group brands (Volkswagen, Škoda, Audi) imported by Champion Motors 1. Škoda Auto corporate communications confirm Škoda is “the strongest European brand in Israel” with supply relationships across government ministries, which in context encompasses police and army 2. Škoda vehicles supplied to Israeli government ministries include police-specification variants with PIT-manoeuvre tubular front bumper reinforcement, AWD patrol vehicles, and motorway enforcement models 3.

Volkswagen AG signed a bilateral offset agreement with Israel’s Ministry of Industry, Trade and Labour Industrial Cooperation Authority in 2011, committing to source components from fifteen Israeli suppliers over a six-year period as a reciprocal condition attached to Israeli Government Motor Vehicles Administration supply of Volkswagen vehicles to civil servants and the IDF 4. The fifteen named Israeli suppliers include Israel Chemicals Ltd. (ICL), Iscar Ltd., Eltam Ein Hashofet Ltd., Foamotive Ltd., Palziv Ltd., Raval Ltd., and Tadir-Gan (Precision Products) Ltd. 4. The current status of the agreement — whether renewed, extended, or lapsed — is not confirmed by available sources 4.

Navistar Defense LLC secured a $12 million Foreign Military Sale contract for 114 medium tactical vehicles in cargo, recovery, and tow-truck variants based on the International WorkStar 7000 Series platform for the Israel Defence Forces in 2010 5. Contract delivery was completed by June 2010 5. This contract predates TRATON SE’s July 2021 acquisition of Navistar 6. The U.S. Defense Security Cooperation Agency notified Congress (case 24-44) in December 2024 of a potential Foreign Military Sale to Israel covering M1148A1P2 Family of Medium Tactical Vehicles; the released DSCA summary does not name a specific prime contractor 7.

Dual-Use Products & Tactical Variants

MAN Truck & Bus publicly confirms and actively markets a “Defence Solutions” product portfolio including ruggedised tactical trucks, 8×8 recovery vehicles, armoured cab configurations, and modules designed for military logistics applications, marketed explicitly to defence customers globally 89. MAN Truck & Bus supplies truck chassis converted by Beit Alfa Technologies Ltd. (B.A.T.), now operating as HOS Technology R&D, into armoured riot control water cannon vehicles for Israeli Police, Border Police, and YASAM unit 1011. In 2018, Israeli Police purchased two 15-tonne MAN 4×4 trucks under a tender exemption citing MAN as the sole platform meeting required weight and torque specifications 10. Scania’s defence solutions are marketed globally to NATO and allied defence forces, with a 2022 trade press report documenting Dutch Armed Forces procurement of approximately 3,000 Scania trucks under a single contract 89. Scania police-specification upfitting packages are offered through authorised channels globally; confirmed Israeli Police variants include the Octavia with PIT-manoeuvre tubular front bumper reinforcement and the Kodiaq AWD for off-road patrol 3. No distinct military-specification passenger vehicle variant produced exclusively for Israeli security forces was identified 3. No verified Scania contracts specifically with Israeli defence end-users were identified in available sources 89.

Heavy Machinery, Construction & Infrastructure

MAN Truck & Bus supplies bus chassis to Egged Group (Israel’s largest bus operator) through its Israeli importer, Automotive Equipment Ltd. 1012. Egged and its subsidiary Egged Ta’avura operate bus lines connecting Israeli settlements in the West Bank and East Jerusalem to Israel proper, including routes to Gush Etzion, Ma’ale Adumim, Kiryat Arba, Shiloh, Otniel, and the Jordan Valley 12. This constitutes an indirect supply route: MAN → Automotive Equipment Ltd. → Egged → settlement transport operations 1012. MAN truck chassis vehicles are documented in use by Israeli Police and Border Police units operating in the West Bank and East Jerusalem, including the B.A.T./HOS Technology-modified water cannon and “Skunk” crowd-dispersal vehicles 10.

The UN Human Rights Office September 2025 update of the database of business enterprises involved in Israeli settlements (A/HRC/60/19) lists 158 companies from 11 countries 1314. Volkswagen AG, MAN Truck & Bus, and TRATON SE are not named in the database 131415. Egged Transportation Ltd. is listed under Activity (e): “Provision of services and utilities supporting the maintenance and existence of settlements, including transport or movement to or from Israeli settlements” 1314. No direct contract between any VW Group entity and Israeli military engineering units or settlement construction bodies for construction machinery, engineering vehicles, or infrastructure works was identified.

Supply Chain Integration with Defence Primes

No public evidence identified of Volkswagen AG, MAN Truck & Bus, Scania, Škoda, TRATON, or any VW Group entity supplying components, sub-assemblies, optical systems, guidance electronics, specialist castings, or manufacturing services directly to Elbit Systems, IAI, Rafael Advanced Defense Systems, IMI Systems, or any other Israeli defence prime contractor in any verified procurement record, corporate disclosure, or regulatory filing. The claim that Scania or MAN lorry chassis serve as the platform for the IAI Elta EL/M-2084 multi-mission radar is contradicted by the primary source, which identifies Tatra trucks — not Scania or MAN — as the chassis platform for Czech Army EL/M-2084 integration 16.

Multiple sources confirm Volkswagen AG and Rafael Advanced Defense Systems are in advanced discussions to form a joint venture for production of Iron Dome air defence system components at Volkswagen’s Osnabrück plant in Germany 171819. Rafael CEO Yoav Turgeman met with German government officials and VW executives in May 2026 171819. The deal is reported as expected to be finalised by end of 2026 171819. If concluded, this would constitute a direct role in strategic air defence platform manufacturing.

Volkswagen holds a 40% stake in CYMOTIVE Technologies Ltd. through its CARIAD software subsidiary 2021. CYMOTIVE was co-founded in September 2016 with former Shin Bet Director Yuval Diskin (2005–2011) as Executive Chairman and former Shin Bet Technology Division Head Tsafrir Kats as CEO 222324. The venture focuses on automotive cybersecurity (secure architecture, threat detection, regulatory compliance) for connected and autonomous vehicles 25. Revenue declined from $42.4M (2023) to $32.7M (2024) to $19.2M (2025) 2126. KPIT Technologies (Indian software company) is acquiring a majority stake in 2026 for $60–120M 2126. No evidence was identified of CYMOTIVE performing defence-sector cybersecurity work beyond commercial automotive applications 202522.

Volkswagen Group opened the KONNECT innovation campus in Tel Aviv in May 2018, designed to engage with Israeli mobility technology start-ups and venture capital ecosystems 27. The hub operates under the Volkswagen Group Innovation brand. Current operational status post-2023 is not confirmed.

Logistical Sustainment & Base Services

No public evidence identified of contracts between any Volkswagen Group entity — including TRATON, MAN, Scania, or Volkswagen AG — to provide catering, fuel supply, waste management, facilities maintenance, telecommunications, IT, or other base support services to IDF bases, military training facilities, detention centres, or security installations in Israel or occupied territories. MAN bus chassis supply to Egged constitutes an indirect enabling role in the logistical sustainment of Israeli settlements through public transport connectivity 1012. No public evidence identified that any Volkswagen Group entity is a prime contractor, licensed manufacturer, or sub-system supplier for small arms, artillery systems, armoured fighting vehicles, tactical or strategic drones, naval vessels, or other lethal platforms produced for Israeli forces. No public evidence identified of any Volkswagen Group entity supplying ammunition, explosive ordnance, chemical propellants, warhead components, energetic materials, or munitions precursor materials to Israeli defence end-users.

As noted in Section 4, Volkswagen AG and Rafael Advanced Defense Systems are in advanced talks (May 2026) to produce Iron Dome components at VW’s Osnabrück plant; if concluded, this would constitute a verified role in strategic air defence system manufacturing 171819. The 2010 IDF contract covering 114 WorkStar 7000 Series medium tactical vehicles ($12M; cargo, recovery, and tow-truck variants) remains the only independently documented direct VW Group-lineage tactical vehicle supply to the IDF 5. No public evidence identified of Volkswagen Group supply of guidance electronics, fire-control systems, radar components, propulsion units for weapons platforms, or warhead casings to Israeli lethal or strategic systems.

German Federal Office for Economic Affairs and Export Control (BAFA) data shows aggregate military equipment export licences to Israel dropped sharply: €203M (October 2023) → €23.59M (November 2023) → €1.06M (March 2024) 28. Who Profits maintains active profiles for both MAN Truck & Bus and Volkswagen Group, constituting the most detailed NGO-level documentation of VW Group’s Israeli security-sector relationships 101. Documented findings include: MAN chassis supply for Israeli Police water cannon and Skunk crowd-dispersal vehicles modified by B.A.T./HOS Technology; the 2018 MAN 4×4 tender exemption citing MAN as sole-source supplier; the reported 2024 tender for new water cannon vehicles with facial recognition and laser specifications; MAN chassis supply to Egged Group for settlement-serving bus lines; VW Group/Škoda administrative fleet supply to IMOD and Israel Police via Champion Motors; and the 2011 VW-IMOD offset agreement 101.

The American Friends Service Committee Investigate platform maintains a Volkswagen AG company profile identifying supply relationships with Israeli security forces, explicitly designed to support institutional investor divestment decision-making 29. The Don’t Buy Into Occupation coalition’s November 2024 report (DBIO IV) includes Volkswagen and MAN in its company complicity annex 30. The London School of Economics Students’ Union Palestine Society published “Stakes in Settler Colonialism” in 2025, citing Volkswagen Group involvement in Israeli security-sector supply chains; this is a secondary activist-academic document drawing on NGO sources including Who Profits and AFSC 31.
