Direct Defence Contracting & Procurement

Between 2017 and 2021, Volvo’s authorized Israeli distributor Mayer’s Cars & Trucks Co. Ltd. (MCT) supplied the Israeli Ministry of Defence with vehicles, spare parts, and maintenance services valued at NIS 28,104,830.98 12. Additional equipment including engines and generators totaled NIS 17,792,161.94 for the same period, yielding combined procurement of approximately NIS 45.9 million (~$13.2 million) 12. MCT has been Volvo’s exclusive authorized distributor in Israel since 1967 12. MCT also holds a 73.45% equity stake in Merkavim Transportation Technologies, with Volvo Group holding 26.5% 123. MCT and Merkavim provide buses to the Israel Prison Service, including for the Nachhson Unit responsible for transporting Palestinian prisoners 43. No direct contracts between Volvo Group’s corporate entity and Israeli state security bodies have been identified—all identified supply flows through MCT as intermediary 14.

Dual-Use Products & Tactical Variants

Volvo Defense markets ruggedized FMX series trucks in 4×4 and 6×6 configurations with optional NATO STANAG 4569 armored cab solutions 1. These platforms are used by NATO armed forces including Estonia, Latvia, and Sweden, but no evidence of specific STANAG-rated Volvo Defense platforms sold to the Israeli Defense Forces has been identified 1. Volvo Construction Equipment produces standard civilian excavators, wheel loaders, and bulldozers with no intrinsic defense classification 1. These civilian products have been documented in military and occupation-related operations, including demolitions conducted by Israeli authorities 15. Volvo Penta Marine Engines are marketed for “coast guard, navy, customs and border patrol” applications globally 1. No evidence has been found linking Volvo Penta engines to Israeli Navy combat vessels such as Sa’ar 6 corvettes, Super Dvora Mk III, or Shaldag-class vessels, which utilize MTU and Detroit Diesel engines 1.

Heavy Machinery, Construction & Infrastructure

Volvo Construction Equipment machinery has been documented in multiple demolition operations in the Gaza Strip and West Bank 1. In the Gaza Strip, Volvo equipment was used in Rafah demolitions in November 2024 and April 2025 by Israeli Unit 2640 (Uriah Force) 1. In the West Bank, Volvo equipment was documented in Masafer Yatta demolitions (February 2025 – 2 homes demolished), Silwan in East Jerusalem (February 2025 – 9 homes demolished), and Umm al-Kheir (June 2024 and February 2025) 1. Volvo equipment has also been documented in construction of the separation wall near Al-Walaja and at military checkpoints 14. MCT operates certified Volvo service centres in the Mishor Adumim Industrial Zone in the occupied West Bank and the Atarot Industrial Zone in occupied East Jerusalem 14. Volvo supplied maintenance trucks to the Jerusalem Light Rail project, which connects settlements in occupied East Jerusalem with central Jerusalem 1. Both Merkavim and MCT are explicitly listed in the UN OHCHR Settlement Business Database under activity category e: “providing services to the settlement economy” 67.

Supply Chain Integration with Defence Primes

No public evidence identified of Volvo Group supplying components, sub-systems, or manufacturing services directly to Israeli defense prime contractors including Elbit Systems, Israel Aerospace Industries, Rafael Advanced Defense Systems, or Israel Military Industries 14. Volvo Buses owns 26.5% of Merkavim Transportation Technologies Ltd., an Israeli bus manufacturer 38. Merkavim uses Volvo chassis as the base for bus products and is listed in the UN OHCHR Settlement Business Database 36.

Logistical Sustainment & Base Services

Merkavim developed a purpose-built prisoner transport bus called “Mars” with the Israel Prison Service, featuring six internal steel holding cells, CCTV, and secure communication systems 3. This bus is used to transfer Palestinian detainees from West Bank detention centers to prisons inside Israel 3. Merkavim also produces the “Mars Defender” armored bus designed for settler transit in the West Bank with ballistic protection 3. Documented deliveries include 71 buses to Egged in 2016 (NIS 106 million) and 62 buses in June 2024 3. These buses service settlements in Mateh Binyamin, Mount Hebron, Gush Etzion, the Jordan Valley, and the occupied Golan Heights 3. No direct Volvo Group contracts to provide catering, fuel, waste management, or facilities maintenance to Israeli Defense Forces bases have been identified.

Munitions, Weapons Systems & Strategic Platforms

Volvo Group explicitly states it “does not manufacture weapons and will not do so in the future” 1. No public evidence identified of Volvo supplying ammunition, explosive ordnance, or munitions precursor materials to Israeli defense end-users 1. No evidence of Volvo involvement in Iron Dome, David’s Sling, Arrow missile defense systems, fighter aircraft, main battle tanks, or warships supplied to Israel has been found 1. As noted previously, Israeli Navy vessels including Sa’ar 6, Super Dvora, and Shaldag-class ships use MTU and Detroit Diesel engines, not Volvo Penta 1.

The Swedish Government Strategic Export Control Report 2025 states that “no export licence has been issued for the sale of military equipment since October 2023” and that “Sweden has not granted a licence for the sale of military equipment to the Israeli Armed Forces or other state actors in Israel since the 1950s” 9. No specific Volvo Group export licence records for Israeli military end-users have been found in publicly available Swedish ISP (Inspectorate for Strategic Products) databases 910. No court proceedings, judicial reviews, or enforcement actions specifically brought against Volvo Group regarding defense or occupation-related supply to Israel have been identified from public sources 1. No OECD National Contact Point complaints specifically filed against Volvo Group in connection with Israeli operations have been identified.

Civil Society Scrutiny & Documented Investigations

UN Special Rapporteur Report A/HRC/59/23 titled “From Economy of Occupation to Economy of Genocide” (Francesca Albanese, July 2025) explicitly names Volvo Group, alongside Caterpillar and HD Hyundai, as suppliers of heavy machinery used in mass demolitions in Gaza 5. Who Profits maintains detailed profiles on Volvo Group, MCT, and Merkavim, documenting Israeli Ministry of Defense procurement, equipment in demolitions, the Merkavim joint venture, and settlement-zone operations 123. The American Friends Service Committee (AFSC) Investigate program lists Volvo under “Settlement Industry,” “Wall and Checkpoints,” and “Weapons and Military Equipment” categories 4. Brown University ACCRIP voted 6-2-1 in December 2019 to recommend divestment from AB Volvo; President Christina Paxson declined to bring the recommendation to the Corporation for a vote 1112. The Brown Corporation voted on October 8, 2024 (8-2-1) to reject divestment from Volvo and nine other companies 1213. ACCRIP was dissolved in 2021 and replaced by ACURM, whose modified mandate makes future divestment “extremely unlikely” 1413. Volvo Group states it “does not believe that the sale of Volvo products to business partners in Israel can reasonably be seen as a breach of our commitments under the UN Global Compact” and emphasizes compliance with applicable laws and export regulations 15. No public evidence identified of Volvo Group issuing any statement acknowledging the ICJ Advisory Opinion (July 2024) or ICC arrest warrants (November 2024), or any consequent review of MCT or Merkavim relationships 161718.
